Instagram Encryption Removed: The Role of International Pressure

Meta’s decision to remove end-to-end encryption from Instagram DMs, effective May 8, 2026, did not happen in isolation. It was the result of sustained international pressure from law enforcement agencies and governments around the world. The company disclosed the change through a low-profile help page update.

Encryption on Instagram was introduced in 2023 following Zuckerberg’s 2019 commitment. The opt-in feature was used by very few people. But the pressure on Meta to remove it came from some of the most powerful institutions in the world.

The FBI, Interpol, the UK’s National Crime Agency, and Australia’s federal police were among the most vocal critics of the feature. They argued that encrypted Instagram messages were enabling child exploitation and other serious crimes. Their advocacy was sustained, coordinated, and ultimately effective.

Australia’s eSafety commissioner also weighed in, noting that encryption without appropriate safety measures increases risks. Australia reportedly saw the feature deactivated before the global deadline. The early removal in Australia suggests that national authorities may have had direct influence over the timing of the rollback.

Privacy advocates argue that international law enforcement pressure should not override user rights. Digital Rights Watch maintained that the solution to online crime is better investigative tools, not fewer privacy protections. They warn that the precedent set by the international pressure campaign on Instagram could be used to justify future attacks on encryption elsewhere.
