Vietnam’s National Assembly Standing Committee is examining a draft law designed to streamline administrative processes and business regulations within the agriculture and environment sectors. This proposed legislation seeks to amend 10 existing laws that govern areas such as plant protection, animal husbandry, fisheries, irrigation, water resources, veterinary services, and crop production. The initiative aims to significantly reduce bureaucratic hurdles and enhance operational efficiency in these crucial sectors.
The draft law includes plans to abolish 38 administrative procedures and 40 business conditions. Additionally, it aims to simplify 13 more procedures, collectively reducing processing times by 904 days. This streamlining effort is projected to save businesses approximately VNĐ189.9 billion, equivalent to US$7.3 million, in compliance costs. Such reforms are anticipated to foster a more conducive environment for business growth and development.
Lawmakers have emphasized the importance of maintaining robust regulatory oversight even as the country moves towards greater decentralization. The draft law also encourages the adoption of digital tools, including QR codes and product traceability systems, to enhance the inspection processes and ensure high product quality. These measures are expected to bring about a more transparent and efficient regulatory framework.
The legislative reform is a step towards modernizing Vietnam’s regulatory practices, aligning them with international standards while supporting local businesses. The final version of the draft law is anticipated to be completed by July 25.
