Vietnam’s President Advocates for Modern, Flexible Legal System to Boost Growth

Vietnam is aiming to develop a legal system that is both stable and adaptable to foster investment, economic growth, and technological advancement while addressing emerging challenges. Vietnamese Party General Secretary and President Tô Lâm emphasized this vision during a meeting on institutional improvement and law enforcement held in Hà Nội.

Lâm underscored the importance of laws that offer clarity and certainty to individuals and businesses regarding their rights and obligations, while also being responsive to advancements in technology, evolving business models, climate change, and global integration. He highlighted the necessity for the lawmaking process to be closely linked to enforcement, stressing that their success should be gauged by their ability to eliminate administrative and investment barriers, lower compliance costs, unlock resources, and safeguard the legal rights and interests of both citizens and businesses.

A comprehensive review of existing legal documents was proposed by Lâm, focusing particularly on those that obstruct investment, production, and business activities. He also called for resolving challenges affecting the reorganized state apparatus and the exercise of citizens’ rights.

Looking towards the future, Lâm set ambitious goals for Vietnam’s legal framework, with measurable targets for 2030. By 2045, he envisions a modern legal infrastructure supported by digital data and artificial intelligence, alongside a professional and transparent judicial system. He also advocated for heightened accountability in the implementation of laws and policies, with each policy clearly defining the responsible agencies, necessary resources, implementation conditions, and anticipated outcomes.

Lâm further urged authorities to prioritize preventive measures and risk management over punitive actions. He suggested leveraging digital transformation and data-based governance to enhance compliance, reduce administrative costs, and streamline the resolution of civil and commercial disputes.
